Where is the quote from?
Another difference is that Bob Crowe is allowed to work in the UK. My understanding is that he does not want the same privilage extended to Chinese labourers.

Tom, you misunderstand the migration thing. British workers must be protected from competition so as to prop up their wages. Foreign workers can be helped by the British government taxing, err, British workers, then giving money to foreign governments which will, of course, trickle down to the foreign workers.
Understand?
This is a MUCH better system than one which allows people to earn their way out of poverty.
